State Budget Update
The 2003-04 state budget process followed two tracks. The legislature passed a complete budget in March, and the governor signed it, to take effect on July 1, but with a major exception — a line-item veto of basic education funding to keep the governor's education reform, property tax reform, and economic development proposals on the negotiating table. In December, the governor and legislature agreed to finalize the 2003-04 budget, with funding for basic education and special education, and additional funds for some human services that had been cut in March 2003. The plan also included agreement to create an Education Accountability Block Grant in the 2004-05 state budget, with allowable spending on early childhood education and other education enhancements (find details of the agreement in Capitol Watch for Children). The budget grids below detail the children's programs that received supplemental funding in the December agreement, the full 2003-04 budget including those changes, and children's programs funded in 2003-04 by state agency.
