State Budget Update

The 2004-05 state budget totals more than $50 billion in state and federal spending. Its allocations will affect the health, education, and well-being of Pennsylvania's children. For 2004-05, state policymakers made major changes in education funding, swapping revenue from new gaming venues for property tax cuts and Philadelphia wage tax reductions. Although the plan eases homeowners's tax burdens, it does not provide more resources for schooling or address the lack of a funding formula to assure every child a quality education. However, the 2004-05 budget makes the state's first investments in early childhood education, with an allocation for Head Start and a block grant that funds education enhancements including prekindergarten, full-day kindergarten, and small class sizes (find details of the final budget in Capitol Watch for Children).
