New report shows teenagers face unique challenges in the child welfare system

The 2023 State of Child Welfare report shows way teenagers in Pennsylvania’s foster care system face unique challenges when it comes to finding a permanent home and stability.

Nineteen-year-old Faith Towle said she knows the struggles teens face in foster care all too well.

At 13-years-old, Towle entered the foster care system after her father was put in jail, and her mom turned to drug.
