Brief: Pennsylvania’s Infant Toddler Early Intervention System: Data, Gaps, and Policy Opportunities – October 2026

Pennsylvania’s Infant Toddler Early Intervention (EI) system is a critical public investment in the healthy development, learning, and long-term well-being of young children. Serving infants and toddlers (birth to age 3) who have developmental delays or a high probability of delay, Infant Toddler EI helps families identify concerns early and connect children with individualized supports during the years when development is most rapid. This analysis was developed to help policymakers, advocates, and system leaders better understand the current landscape of Infant Toddler EI in Pennsylvania and identify where targeted action is most needed. Since 2022, the Thriving PA campaign has worked to elevate Infant Toddler EI as a policy priority and strengthen policymaker understanding of its role in supporting Pennsylvania’s youngest children and their families throughout the early care and education continuum.
